By Fire Captain Branden Sisca
March 30, 2017

Command 77, Ladder 77, and Traffic 77 responded on this assignment. While en-route, Deputy 66 arrived on location and reported smoke showing from the side of the building. Montgomery County then dispatched the confirmed procedure adding Quint 53 for the RIT assignment and Rescue 98 for the cascade assignment. Montgomery County inquired if Deputy 66 would like to start utilities. Deputy 66 confirmed this request and had PECO gas and electric dispatched to the scene. Engine 66 was given the first due engine assignment and directed to position in the front of the building on the A-alpha side and deploy an 1-3/4" hoseline inside to division one. Squad 34 was given the second due engine assignment to secure a water supply from the entrance of the complex on Bridge Street (approximate 350' lay of supply line). Squad 34 was directed not to lay line until Ladder 77 made access into the complex. Ladder 77 was given the first due ladder company assignment and directed to position the main aerial ladder on the C-Charlie side of the dwelling.

Chief 77 arrived and proceeded to the interior. Deputy 66 established Bridge Street Command. All occupants were reported to be out of the dwelling making fire confinement and extinguishment the primary objective. Chief 77 proceeded to division one and advised that he would be assuming Division One Supervisor. Ladder 77 arrived and positioned on the C-Charlie / D-Delta corner of the row. The structure was a two story multi-family dwelling (townhome). There was medium velocity, grey, fairly thin density smoke coming from the C-Charlie side of the structure. Units were reporting confirmed fire in the walls.

Captain 77 completed a face to face with Bridge Street Command and determined the outstanding need for a 360 degree reconnaissance lap. Captain 77 completed a 360 degree reconnaissance lap and noted medium velocity, grey, fairly thin density smoke coming from Division One and a small amount of laminar, grey, fairly thin density smoke pushing from the second floor and the eves on the roofline. Captain 77 relayed this information to command and advised for an additional crew to take a secondary hoseline to Division Two and check for extension to ensure that fire had not traveled from the wall in division one to either the Division Two or the attic.

Ladder 77 crew went into service throwing ground ladders and preparing to assist in removal of vinyl and T-111 siding to assist in fire attack / overhaul. Squad 34 was given the assignment of taking a secondary line to Division Two. Deputy 34 was assigned Division Two Supervisor. Ground ladders were placed on the B-Bravo and C-Charlie sides of the dwelling by Ladder 77 crew. Captain 77 established C-Charlie Division to ensure coordination with Division One and Division Two Supervisors. During this time, Chief 77 secured the main breaker at the electrical panel inside of the residence. Within twenty minutes, at the first twenty minute mark, the bulk of the fire inside the walls was knocked down and crews continued to check for extension.

Captain 77 advised crews operating on the C-charlie side to check the siding on the C-charlie and D-Delta sides as well as the roof line with the thermal imaging camera to check for any heat. The crews were also directed to remove a small amount of vinyl siding. Crews reported the highest temperatures to be 150 degrees directly above the area of origin. Everything else showed normal conditions and temperature. Assistant 66 advised that crews were able to access the attic and there was no smoke or fire. Rescue 98 crew checked the D-Delta One Exposure reporting a light smoke condition in a crawl space closest to the fire building. With permission from Command and coordination with C-Charlie Division Rescue 98's crew established positive pressure ventilation in the D-delta exposure removing the smoke.

Division One requested that crews operating on the C-Charlie Division cut a 3'X3' hole in the flat roof above the area of origin on Division One to check for extension. Ladder 77 crew cut a 3'X3' hole in the flat roof above the area of origin as well as an additional 1'X4' hole along the T-111 siding along the second floor window with the Cutters Edge Chain Saw. Crews verified no extension. Crews also verified no additional hot-spots with the thermal imaging camera. Upon completion crews descended from the roof of the D-delta exposure via a 14' ground ladder. Captain 77 then advised command of the resources that would be needed by the restoration company. Crews then proceeded to the A-alpha side of the dwelling to assist with clean-up of equipment. Ladder 77 assisted in cleaning up Squad 34's supply line from the the street as well as returning equipment to service on respective apparatus.
